I don't know what you will think of this "program"
but I've seen it in action.
In the "Whitaker" district of Eugene, Oregon.
brought in and initiated without public notification,
police "paramilitary" units patrolling the streets,
harrassment of anyone not involved in commerce
or not appearing to be economically "suitable".
Does the government have the right to gentrify
our cities, denying adequate housing and services
unless you fit their "criteria"?
All Human Beings have
a right to exist
for their own sake.
We do not need to justify our presence on earth
TO ANYONE!

I strongly suggest you check with your local agencies
and find out if they are planning and/or implementing this program in your neighborhood.
If you want to be harrassed when enjoying public
parks, walking your dog, talking with friends
you see on the street, sitting in your car, etc.
these people are armed to the teeth and willing,
even anxious to use deadly force to obtain their
goals.  do not be deceived by the portrayal of
"assistance".  Only those who what to further oppress
and control the lives of others are who they are willing
to "assist".
